Educational benefits outweigh costs of EMA, says fiscal group The £560m costs of the threatened Educational Maintenance Allowance is ‘completely offset’ by the benefits delivered by the policy, according to an analysis by an independent economic think-tank published today. The government has angered students by announcing it will scrap the £30-a-week payment, which goes to around 600,000 children from poorer families in England who remain in education after the age of 16. Today’s report by the Institute for Fiscal Studies found that EMA increased the proportion who stay on from 65% to 69 % among 16 year-olds and from 54% to 61% among 17 year-olds. The think-tank challenged the government’s justification for scrapping the EMA on the grounds that the majority of those receiving the payments would have continued to study anyway.
